Tom Fullerton is the JPMorgan Chase Professor of Economics & Finance in the College of Business Administration at the University of Texas at El Paso. He holds degrees from UTEP, Iowa State University, University of Pennsylvania Wharton School of Finance, and University of Florida. Prior to joining UTEP, Fullerton was Senior Economist at the University of Florida Bureau of Economic & Business Research. Before moving to Florida, Fullerton was an International Economist with Wharton Econometrics in Philadelphia. At that post, he was in charge of modeling, forecasting, and policy analysis for the South American economies of Colombia, Ecuador, and Venezuela. Fullerton has also worked as an Economist in the Executive Office of the Governor of Idaho, where he forecast the state economy and conducted fiscal policy analysis during legislative sessions. His professional career began as an Associate Economist in the corporate planning department of El Paso Electric Company. Fullerton has taught as a Visiting Professor at Helsinki School of Economics in Finland, Monterrey Institute of Technology in Mexico, Colegio de la Frontera Norte in Tijuana, and Universidad Autónoma de Ciudad Juárez. His analysis has been cited in articles appearing in Wall Street Journal, New York Times, Barron's, USA Today, Investor's Business Daily, and U.S. News & World Report. He has also appeared on national newscasts aired by ABC, CNN, and The News Hour with Jim Lehrer on PBS. Dr. Fullerton's research has been published in academic journals in North America, Europe, South America, Asia, Africa, and Australia.

Dr. Perryman is Founder and President of The Perryman Group (TPG), an economic and financial analysis firm headquartered in Waco, Texas. He is widely regarded as one of the world's most influential and innovative economists. His complex modeling systems form a basis for corporate and governmental planning around the globe. His thousands of academic and trade articles and presentations span a wide variety of topics, gaining him international respect and acclaim. He has also authored several books, including Survive & Conquer, an account of the Texas economy during the turbulent 1980s, and The Measurement of Monetary Policy, a treatise on Federal Reserve activity. A popular speaker, he addresses hundreds of audiences throughout the world every year.
Among Dr. Perryman's numerous awards are (1) the Nation's Outstanding Young Economist and Social Scientist, (2) the Outstanding Young Person in the World in the Field of Economics and Business, (3) one of the Ten Outstanding Young Persons in the World, and (4) the Outstanding Texas Leader of 1990.
During his nearly 30 years of experience, he has been presented citations for his efforts from both the Congress of the United States and the Texas Legislature. He has been honored by (1) The Democracy Foundation for his role in promoting capitalism in mainland China, (2) the Asia and World Institute for his efforts to encourage international academic exchange, and
(3) the Systems Research Foundation for his contributions to the field of economic modeling. He is a Fellow of the International Institute for Advanced Studies and has received the Institute's prestigious Lifetime Achievement Award.
Dr. Perryman authors The Perryman Economic Forecast, a subscription service detailing projections of state and metro area business activity, and The Perryman Report & Texas Letter, a succinct newsletter providing vital information about various aspects of the Texas economy. Dr. Perryman also writes a weekly syndicated column, The Economist, and hosts a daily syndicated radio commentary on economic affairs, "The Perryman Report."
In former positions as a research chair-holder, University Professor, and Economist-in-Residence at Baylor University and Business Economist-in-Residence at Southern Methodist University, Dr. Perryman pioneered the use of timely and reliable economic information for a spectrum of strategic purposes. Keith Phillips

Dr. Phillips joined the Federal Reserve Bank of Dallas in January 1984. His areas of concentration include regional economics and economic forecasting. Dr. Phillips developed business cycle indexes for Texas and its major metro areas, which he uses to analyze business conditions in those regions. He is a contributing member of the Western Blue Chip Economic Forecasting Group, where he has been the most accurate Texas forecaster for eight out of the past thirteen years. His research and analysis have been covered in media such as CNN, The News Hour with Jim Lehrer, USA Today, Business Week, The Wall Street Journal, The New York Times, MSNBC and in media throughout Texas.
In August, 1996, Dr. Phillips was transferred to the San Antonio branch in an effort to improve the regional economic coverage of the Dallas office and to better serve the needs of the South Texas community. Dr. Phillips teaches courses in econometrics and forecasting at Trinity, Incarnate Word and St. Mary’s Universities. He also teaches courses in managerial economics in the Executive MBA program at UTSA. He obtained his Ph.D. in economics from Southern Methodist University and holds a B.A. and M.A. in Economics and a Bachelor of Journalism degree in News/Editorial from the University of Missouri at Columbia.

Bernard Weinstein

Bernard L. Weinstein is Associate Director of the Maguire Energy Institute and an Adjunct Professor of Business Economics in the Cox School of Business at Southern Methodist University in Dallas. From 1989 to 2009 he was Director of the Center for Economic Development and Research at the University of North Texas.
Dr. Weinstein studied public administration at Dartmouth College and received his A.B. in 1963. After a year of study at the London School of Economics and Political Science, he began graduate work in economics at Columbia University, receiving an M.A. in 1966 and a Ph.D. in 1973.
He has taught at Rensselaer Polytechnic Institute, the State University of New York, the University of Texas at Dallas, and the University of North Texas. He has been a research associate with the Tax Foundation in Washington, D.C. and the Gray Institute in Beaumont, Texas. He has worked for several U.S. government agencies including the President's Commission on School Finance, the Internal Revenue Service and the Federal Trade Commission.
Dr. Weinstein has authored or co-authored numerous books, monographs and articles on the subjects of economic development, public policy and taxation, and his work has appeared in professional journals such as Land Economics, Challenge, Society, Policy Review, Economic Development Quarterly, Policy Studies Journal, and Annals of Regional Science. His work has also appeared in The New York Times, The Wall Street Journal, the Los Angeles Times and a number of regional newspapers and magazines. He is a former member of the editorial board of Society magazine and currently serves on The Dallas Morning News Board of Economists.
Dr. Weinstein has been a consultant to many companies, non-profit organizations and government agencies, and he testifies frequently before legislative, regulatory and judicial bodies. His clients have included AT&T, Texas Instruments, Reliant, Entergy, Devon Energy, the Nuclear Energy Institute, the U.S. Conference of Mayors, the Western and Southern Governors Associations, the Cities of Dallas and San Antonio, and the Joint Economic Committee of the U.S. Congress.
Dr. Weinstein was director of federal affairs for the Southern Growth Policies Board from 1978 to 1980 and served as director of the Task Force on the Southern Economy of the 1980 Commission on the Future of the South. From 1984 to 1987 he was chairman of the Texas Economic Policy Advisory Council and from 1987 to 1988 served as visiting scholar with the Sunbelt Institute in Washington, D.C. He is currently a panelist with the Western Blue Chip Economic Forecast. Dr. Weinstein is a member of the Dallas Association for Business Economics and is also a director of Beal Bank, the largest locally-owned bank in Texas.
